Analyzing Health Budgets in Latin America Strengthen efficiency and equity in health budget management

Project overview

The health budgeting analysis program examines how eight Latin American countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Mexico, and Peru) plan, prioritize, allocate, manage, and utilize health resources to improve population health outcomes. The program conducts comprehensive assessments of budgeting processes, institutional mechanisms, and funding flows to identify gaps between health needs and budget allocations, while documenting both challenges—such as chronic underfunding, fragmentation, and weak coordination—and successful practices like results-based financing and strategic purchasing. The analysis aims to provide actionable recommendations to policymakers for strengthening budgetary practices, improving equity, and advancing universal health coverage across the region.
